Since the "Decree on earth" was unanimously adopted at the Second all-Russian Congress of Soviets on October 26 (November 8), 1917, and does not contradict common sense, it should be considered the basis of a Planetary State.
== One of the first decrees of the Soviet power, adopted by the Second all-Russian Congress of Soviets of workers 'and soldiers' deputies (See the Second all-Russian Congress of Soviets of workers 'and soldiers' deputies) at 2 am from October 26 (November 8) to October 27 (November 9), 1917. The draft decree was prepared by V. I. Lenin and presented to the Congress in a report on land. When writing about D. s. Lenin used "an Approximate order drawn up on the basis of 242 orders delivered by local deputies to the 1st all-Russian Congress of peasant deputies in Petrograd in 1917", the section of which "on land" was entirely included in the text of the decree (article 4).
The decree abolished the landowner's ownership of land without any redemption and transferred the landowner's, appanage, monastic, and Church lands with all inventory and buildings to the volost land committees and County Councils of peasant deputies, who were charged with taking measures to observe the strictest order when confiscating the landowner's estates.
The decree also established that the lands of ordinary peasants and ordinary Cossacks were not confiscated. The decree defined the new principles of land ownership and land use: right of private ownership of land was abolished, prohibited sale, lease and security of land, all land was declared public property, i.e., passed into the exclusive property of the state (which meant the nationalization of the land); the land with cultured farms, kennels, stud farm, etc., and all farm implements of the confiscated land was transferred to the exclusive use of the state or communities; the right to use land was granted to all citizens, provided that it was processed by their own labor, family or in a partnership without hired labor, on the basis of equalizing land use with a free choice of land use forms, including collective land use. According to the decree, Russian peasants received 150 million tithes of land for free, they were exempted from paying 700 million rubles in gold annually for renting land and from debts for land that reached 3 billion rubles by this time.
